USS John P. Murtha (LPD-26)


CAPT. Ryan B. Billington, USN
Commanding Officer

Captain Billington is a 1999 graduate of Massachusetts Maritime Academy where he received a Bachelor of Science degree in Marine Transportation and U.S. Coast Guard Third Mate license. He holds a Master of Science degree in Systems Engineering from the Naval Postgraduate School and a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College. Afloat, he completed his initial sea tour in USS MOUNT VERNON (LSD 39) where he served as Main Propulsion Division Officer and Electrical Officer. His subsequent Division Officer tour was in USS SQUALL (PC 7) where he served as Weapons Officer, Supply Officer and Executive Officer. He served his Department Head tours in USS STOUT (DDG 55) as Weapons Officer and Combat Systems Officer and most recently served as Executive Officer and Commanding Officer of USS HOWARD (DDG 83).

Ashore, he was selected and served as an Associate Fellow on the Chief of Naval Operations Strategic Studies Group XXV. He has served in OPNAV N81 Assessments Division, Campaign Analysis and Modeling branch and following this assignment, served as a Special Assistant to the Chief of Naval Operations, OPNAV N00Z. Following command he served as the Assistant Chief of Staff for Operations, Training and Readiness (N3/N7) Naval Surface and Mine Warfighting Development Center. Most recently, he completed his Joint assignment at U.S. Strategic Command serving as the J36 Division Chief, where managed the ground, airborne and mobile Nuclear Command and Control Centers. Captain Billington’s personal awards include the Defense Superior Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal and unit, campaign and service awards.
