"Master Chief Byron Franklin was a Quatermaster for 26 years on various surface ships and nuclear submarines before retiring in 1978. Two navigation techniques bearing his name are currently published in navigation texts and training materials. They are listed in the latest editions of Bowditch's American Practical Navigator, Pub. No. 9 and in the Radar Navigation Manual, Pub. No. 1310 as Franklin continuous radar plot technique and Franklin piloting technique."
